Presidium of the Union Convention
The Presidium chairs the assembly. It conducts all votes and elections at the Union Congress. The Presidium organizes the proceedings, presents the agenda items and procedures to the delegates, and leads the discussions during the deliberation of motions. The members of the Presidium maintain the list of speakers, call on speakers, and ensure that speaking time limits and all other provisions of the rules of procedure are observed. The Union Congress elects a Presidium consisting of nine members (one representative from each district, as well as the First Chair and the Second Chair).
Constitution Review Committee
The bylaws hold special significance within IG Metall. Amendments to the bylaws require the approval of two-thirds of the voting delegates. Motions regarding the bylaws are discussed at the beginning of the Union Congress. The task of the Bylaws Review Committee is to explain which amendments have been proposed. In doing so, the committee members draw the delegates’ attention to the consequences and risks of the amendments and provide guidance for decision-making, including recommendations. The committee consists of seven delegates (one person from each district). These delegates are elected in advance at the preliminary delegate meetings and confirmed by the Union Congress during its opening session.
Motion Review Committee
The members of the Motion Advisory Committee assign the motions submitted by the regional offices and the bodies authorized to submit motions to the resolutions and key motions. Prior to the convention, the Motion Review Committee has developed a recommended resolution for all resolutions and key motions, as well as for each individual motion. The Motion Review Committee consists of seven delegates (one person from each district). These delegates are elected in advance at the pre-convention delegate meetings and confirmed by the Union Convention during its opening session.
Credentials Committee and Election Committee
The Mandate Review Committee determines whether the Union Congress has a quorum. It reviews the delegates’ mandates in advance and ensures that all meet the requirements: Only members who, on the day of the election, have had at least 36 months of uninterrupted union membership and have paid dues in accordance with the bylaws during that time are eligible to serve as delegates. Even during the delegate elections in the districts, the Mandate Review and Election Commission ensures that procedures comply with the bylaws. The commission consists of seven delegates (one person from each district). These delegates are elected in advance at the preliminary delegate meetings and confirmed by the Union Congress during its constitutive session.
During the opening session, the members of the Mandate Review Commission are generally elected from among the members of the Election Commission. In this capacity, they are responsible for ensuring that the voting rounds are conducted properly and for tallying the votes. If, during the deliberation of a motion, the Presidium is unable to determine with certainty the outcome of the vote, it may request that the Election Commission tally the votes.
